The role
Purpose:
Camphill Village Trust is committed to providing high-quality, person-centred care and support, underpinned by best practice, co-production and the rights, choices and aspirations of the people we support.
The Registered Manager will provide visible, effective and values-led leadership across the service and will be a key member of the Community Management Team, reporting to the Head of Supported Living.
The postholder will provide leadership and management to Service Managers/Care & Support Managers and other designated colleagues, ensuring clear accountability and consistently high standards of service delivery.
The postholder will hold Registered Manager status with the Care Quality Commission (CQC) and will be accountable for maintaining the service's registration and ensuring compliance with all relevant legislation, regulations, CQC Fundamental Standards and conditions of registration.
The Registered Manager will take overall operational responsibility for ensuring services are safe, effective, caring, responsive and well-led, achieve positive outcomes for people supported and meet the quality and contractual requirements of commissioners.
The postholder will promote a culture of continuous improvement, professional curiosity, openness and accountability, ensuring that learning from quality assurance, safeguarding, incidents, complaints, feedback and performance information leads to measurable and sustained improvements.
Duties & Responsibilities:
Leadership and Registered Manager Accountability:
Hold and maintain Registered Manager status with CQC and fulfil all responsibilities associated with the registration.
Ensure the service operates in accordance with the Health and Social Care Act 2008, associated regulations, CQC Fundamental Standards and other relevant legislation and guidance.
Maintain oversight of the service's Statement of Purpose, registration requirements and conditions of registration, ensuring that any required changes are appropriately notified.
Ensure all required CQC and statutory notifications are completed accurately and within required timescales.
Ensure the requirements of Duty of Candour are understood and applied appropriately across the service.
Provide visible and effective leadership, setting clear expectations regarding quality, safety, professional practice and accountability.
Ensure appropriate management oversight and governance arrangements are embedded across all services and locations within the Registered Manager's remit.
Identify areas of concern or underperformance promptly and ensure appropriate improvement and recovery plans are implemented, monitored and sustained.
Escalate significant quality, safeguarding, operational, workforce, financial or regulatory risks appropriately and in a timely manner.
People We Support, Outcomes and Co-production:
Ensure people receive person-centred, strengths-based and outcome-focused support that promotes independence, choice, control, dignity and quality of life.
Ensure support plans accurately reflect people's assessed needs, preferences, aspirations, communication requirements and desired outcomes.
Ensure support is regularly reviewed and adapted in response to changes in people's needs, circumstances, risks and aspirations.
Promote and embed co-production, ensuring people supported are meaningfully involved in decisions about their own lives and the development and evaluation of services.
Ensure the views and experiences of people supported are actively sought, listened to and used to drive service improvement.
Develop and maintain effective relationships with families, relatives and advocates, recognising their contribution while respecting the rights, wishes and confidentiality of the individual.
Ensure people are supported to access their local communities, develop relationships, participate in meaningful activities and pursue opportunities that reflect their individual interests and aspirations.
Promote appropriate positive risk-taking, balancing individual choice and independence with safeguarding and duty-of-care responsibilities.
Ensure Positive Behaviour Support and other agreed evidence-based approaches are embedded within assessment, support planning and everyday practice where appropriate.
Ensure people's communication needs are understood and appropriate communication methods are used to maximise involvement and decision-making.
Quality, Governance and Regulatory Compliance:
Take ownership of the quality and regulatory compliance of services within the Registered Manager's remit.
Maintain effective quality assurance and governance systems which provide clear evidence of the quality, safety and effectiveness of services.
Ensure regular audits, monitoring and quality checks are completed to the required standard and that identified actions are addressed within agreed timescales.
Work collaboratively with the Quality Team while retaining clear management accountability for the quality and compliance of the service.
Maintain effective improvement plans following audits, inspections, safeguarding concerns, complaints, incidents and other quality findings.
Ensure improvements are embedded and sustained, rather than actions simply being recorded as completed.
Analyse service performance information and quality data to identify trends, themes, emerging risks and opportunities for improvement.
Provide accurate and timely reports on quality, compliance and service performance as required.
Ensure records are accurate, contemporaneous, person-centred and provide clear evidence of needs, decisions, interventions, outcomes and changes in support.
Ensure the service is prepared for regulatory inspection and commissioner monitoring, and that evidence of good practice and outcomes is readily available.
Maintain effective oversight of contractual and commissioner requirements and take appropriate action where standards are not being achieved.
Safeguarding, Risk and Safety:
Provide effective leadership and oversight of adult safeguarding across the service.
Ensure safeguarding concerns are recognised, reported, referred, investigated and escalated appropriately and within required timescales.
Work effectively with local authority safeguarding teams, commissioners, health professionals, police and other agencies where required.
Ensure actions and learning arising from safeguarding concerns are implemented and embedded into practice.
Maintain oversight of incidents, accidents, near misses, complaints and concerns, ensuring appropriate investigation, reporting, learning and follow-up.
Analyse safeguarding, incident and complaint information to identify patterns, themes and emerging risks.
Ensure effective individual and service-level risk management, including appropriate assessment, mitigation, monitoring and escalation.
Ensure the principles and requirements of the Mental Capacity Act 2005, consent, best-interest decision-making and least restrictive practice are understood and applied appropriately.
Maintain appropriate oversight of restrictive practices and ensure these are lawful, proportionate, regularly reviewed and reduced wherever possible.
Ensure robust arrangements are maintained for the safe management of medicines, including administration, storage, recording, auditing and responding to medication errors.
Ensure effective systems are in place for health and safety, fire safety, infection prevention and control, COSHH and other relevant safety requirements.
Ensure appropriate business continuity and emergency arrangements are in place, understood and tested.
Work collaboratively with property and facilities colleagues to ensure people's homes remain safe, compliant, well maintained and provide a pleasant and homely environment.
Leadership, Workforce and Culture:
Recruit, induct, lead, develop and retain a skilled, competent and values-led workforce capable of meeting the assessed needs of people supported.
Provide effective leadership and management to Service Managers/Care & Support Managers and other designated colleagues.
Establish clear responsibilities, expectations and lines of accountability across the service.
Ensure colleagues receive appropriate supervision, appraisal, observation, support and development in accordance with organisational requirements.
Coach and develop managers and colleagues to improve leadership capability, professional practice and service quality.
Address poor practice, conduct and performance promptly and appropriately.
Promote an open culture where colleagues feel confident to raise concerns, challenge practice and contribute ideas for improvement.
Ensure colleagues understand their safeguarding responsibilities, professional boundaries and accountability.
Maintain oversight of mandatory and role-specific learning and ensure colleagues have the competence required to undertake their responsibilities safely.
Maintain oversight of rotas, vacancies, absence, agency usage and deployment to ensure services remain safe, effective and financially sustainable.
Promote colleague wellbeing, engagement and a positive workplace culture while maintaining clear professional standards and accountability.
Operational and Financial Management:
Take responsibility for the effective day-to-day operational management of services within the Registered Manager's remit.
Manage delegated service budgets effectively, ensuring resources are deployed safely, efficiently and sustainably.
Monitor expenditure and financial performance and take timely corrective action where variances arise.
Ensure staffing arrangements and deployment reflect assessed needs, commissioned hours and available resources.
Monitor delivery against funded and commissioned support and escalate significant discrepancies appropriately.
Ensure effective roster management and appropriate arrangements for absence, vacancies and service continuity.
Undertake and/or oversee pre-admission and new referral assessments, ensuring the service can safely and appropriately meet the person's needs and aspirations.
Ensure appropriate consideration is given to compatibility, matching, environmental requirements, staffing, risk and financial sustainability before new placements/support arrangements are agreed.
Ensure transitions into, between and out of services are effectively planned and managed.
Contribute to the reduction of avoidable vacancies and voids through timely assessment, planning and partnership working.
Ensure effective operational arrangements are in place for out-of-hours and on-call support in accordance with organisational requirements.
Partnerships, Commissioners and Stakeholders:
Develop and maintain effective professional relationships with CQC, local authorities, NHS bodies, commissioners and other regulatory or inspection bodies.
Maintain constructive relationships with families, advocates and other stakeholders while ensuring the rights and wishes of people supported remain central to decision-making.
Represent Camphill Village Trust professionally and protect and enhance the reputation of the organisation.
Participate in commissioner reviews, monitoring visits, funding discussions and other meetings relevant to service delivery.
Work collaboratively with health and social care professionals to achieve positive outcomes for people supported.
Build effective relationships across Camphill Village Trust, working collaboratively with other communities and central functions.
Participate in relevant internal forums, professional networks and external partnerships to share learning and maintain awareness of developments in adult social care.
Service Development and Continuous Improvement:
